Draft Minutes July 5, 2007 Regular Monthly Town Board Meeting Vol 7, Page 119 The Regular Monthly Meeting of the Conover Town Board was held on Thursday, July 5, 2007 at 7 p.m. in the Conover Center. Notices of the meeting were posted in accordance with law and informational copies were provided to the media. Present: Full board, Nancy Vold, Rich Martinson, Jim Hedberg and James Moravec. The meeting was opened with the pledge of allegiance. No public comment was brought before the board. The board members and Nancy Vold complimented Hedberg and committee members for a much appreciated slate of events that were attended in great numbers. Hedberg complimented Rich Martinson in all of his assistance that he provided to him in the historical displays and for his family for the pictures. There has been many, many calls regarding how nice the events, service and activities were. Vold commented on how cooperative all organizations were in doing them. Motion was made by Jennrich to approve the agenda. Motion was seconded by Champeny and was carried. Motion was made by Champeny to approve the minutes of the previous meeting, was seconded by Jennrich and was carried. Moravec address the board on a special project that he had to assess but the dates set for Conover are still on target. A fire was started by a campfire on the Island on Pioneer and Moravec was asked to research to let us know who the property owner was. The board reviewed the auditor’s report since the last meeting. After discussion, it was agreed that the signature on the checks would be done with the Chairperson using his own stamp and the Clerk/Treasurer would prepare and sign the checks in advance. Rhode was willing to stop in the office as needed to sign or stamp checks. The other issued was that of having a back up copy of the towns records (income and expense) kept on a disk or flash drive in a location other than just in the office. Rhode would also provide for this safeguard. Treasurer’s report was reviewed. Nancy reported for Chief Gary Vold that activity included three (3) help in lifting, an alarm at the Feckett property and call to assist customer on Birch Point Road in ridding property of a persistent bear on deck. Ambulance reported 17 calls – 11 to Watersmeet and 6 in Conover. John Ruhnge reported that the ambulance is once again profitable. The report is quite a bite easier to understand and he audited records back more than two years. Rich reported the roads are ready for chip seal and also stated that there was an error in calculating the square feet on Church Road were in a sf figure was subtracted rather than added. Motion was made by Rhode to accept the revised cost of Church Road which is $52,191.50. Motion was seconded by Champeny and was carried. The crusher will be placed in the town pit soon. Town currently is purchasing minimum amounts of needed gravel from Pitlik at $4.50 per yard. Compliments were made on the great appearance of the park and other areas of the Town during its Centennial. Only a few unfounded complaints were voiced – one of which is ridiculous when you consider mowing an area like the cemetery and then finding one area which contained a short strip of tall grass from cornering to close. The credit policy was discussed for the Energy Mart. Hedberg stated that there would be only two house accounts – Chamber and Town. The Energy Mart is NOT going to police who uses the open accounts so therefore, Hedberg insists upon the employee must fully place his signature on the invoice as well as the name of the department to be charged and the truck or vehicle or container the product was placed in. There will be no exceptions. Hedberg asked that this policy be drilled into the personnel at all departments of the town and fire department. If they wish to allow only certain persons to be able to charge, those persons must be told and all other must be told as well. Vol 7, Page 120 Jennrich presented the grant proposal letter written by his wife Mary for the funding or cost sharing for expenses for the Blueberry Pancake Breakfast. This was a WalMart Grant application. Mary’s letter referred to US Census Bureau figures for the median household income comparing the state average of $46,500 to $31,700 for Conover. With no other business to be transacted, town claims were processed. Motion was made for adjournment at 815 pm by Jennrich, was seconded by Rhode and was carried. James M. Hedberg Clerk-Treasurer
